POLICY SESSION: MARKET COUPLING IN BETWEEN EMD AND CACM 2.0: CURRENT CHALLENGES AND PROSPECTS
Moderators:
Lara Visone is Senior Market Coupling Expert at Nord Pool, working in the energy sector for more than a decade. She has been leading the SIDC Market System Design group, from NEMO side, for almost two years, actively supporting the preparatory process for IDA Go Live. With a background in mathematics and economics of regulation, she has provided her expertise to several projects within SDAC and SIDC frameworks, encompassing market surveillance, testing, business and design matters.
Davide Orifici is Director of Public & Regulatory Affairs and Communications of EPEX SPOT, the European Power Exchange in Paris that operates the power spot markets in Central Western Europe, the United Kingdom and Denmark, Finland, Norway and Sweden. Headquartered in Paris, EPEX SPOT is part of EEX Group which provides market platforms for energy and commodity products across the globe. Mr. Orifici is in charge of government relations and represents the company in the corresponding public and regulatory authorities as well as on EU level and the professional energy associations. He is also speaker of EPEX SPOT. With over 25 years of experience in public affairs and communications, Mr. Orifici started off in the diplomatic service of Switzerland (1997-2002), followed by a position as Head of Policy at the Geneva International Centre for Human Demining (2002-2008). He then joined Human Solutions Consulting as an Associated Consultant in 2008, followed by his role as Cleantech Project Manager at Office de Promotion des Industries et des Technologies (2009-2010). From 2010, he worked for Transmission System Operator Swissgrid as Senior Manager Public Affairs & Community Relations before joining EPEX SPOT in 2014 as Head of Swiss Office. He was appointed Director of Public & Regulatory Affairs and Communications of EPEX SPOT in September 2020. Mr. Orifici holds degrees from Geneva School of Economics and Management (EMBA), the Graduate Institute of International and Development Studies in Geneva (Master in International relations and Political science) and from Ecole Polytechnique fédérale de Lausanne (Certificate in Energy Transition).
Speakers:
Jérôme Le Page is a Board member and Chair of the Electricity Committee at Energy Traders Europe. With 15 years of experience in the energy field, Mr. Le Page coordinates the advocacy initiatives of ETE on wholesale electricity market design at European level. He also oversees the harmonisation of national electricity frameworks across Europe, and the integration of renewable energy and new flexibility sources into the wholesale market. Mr. Le Page has a background in Law and Economics (Paris Sorbonne University & University of Cologne).
Dr. Márk Alföldy-Boruss is the Deputy State Secretary for Energy Policy at the Hungarian Ministry of Energy. He completed his education at the Hungarian University of Agriculture and Life Sciences, earning a master's degree in Economics and later a PhD focusing on national competitiveness and renewable energy sources. His career spans both the private and public sectors, including roles at the National Development Ministry and the MOL Group as an EU regulatory expert, before his current position in the Ministry of Energy.
Kjell Barmsnes has been engaged in the electricity business for more than 25 years, and he has been active in ENTSO-E in different roles since 2009. He has been the Chair of the ENTSO-E Market Committee since 2021.
Mathieu Fransen currently leads the Market Codes team at ACER. The team is responsible for all the ACER decisions related to forward, day ahead, intraday and balancing markets. The team is also responsible for the new rules on demand response. Before ACER, between 2007 and 2020, Mathieu worked at the Dutch regulator ACM working on the same topics. Mathieu started his career, after a Master in Power Systems Engineering at the TU Delft, at the Dutch DSO Stedin.
Donia Peerhossaini is an EU Regulatory Affairs Advisor at Eurelectric, with over 10 years of experience in the power industry and an engineering background. She currently coordinates the Market Integration & Network Codes Working Group at Eurelectric, focusing on the implementation of EU target models and Wholesale Market Network Codes and Guidelines. Mrs. Peerhossaini's role involves advocating Eurelectric's positions to key European stakeholders and committees.
Prior to this, she was based at EDF in Paris, where she specialised in long term power market analysis and the economic implications of regulatory measures on the power system, developing strategies to support decarbonisation goals.

Alexandros Papageorgiou is CEO of the Energy Exchange Group and serves as Member of the Board of Directors of the Association of European Energy Exchanges (Europex). He has a long and successful European experience in the Energy sector. He has worked as Head of Organization and Head of Logistics and Operations in Energy companies in Italy, while over the last six years he was a Key Account Manager of power and environmental markets as well as a Senior Sales Manager for Southern Europe at the European Energy Exchange, based in Milan. Mr. Papageorgiou holds a Bachelor’s degree in Business Economics as well as a MSc in Economics, Environmental and Energy Management from the University of Bocconi, Italy. He was born and raised in Athens.

Ralph Danielski is Chairman of the Management Board and Chief Executive Officer of the European Power Exchange EPEX SPOT. EPEX SPOT today operates organised short-term electricity markets in 13 countries: in Central Western Europe, the United Kingdom, in Switzerland, the Nordics and in Poland. EPEX SPOT is held by EEX Group and HGRT, a holding of Central Western European electricity transmission system operators. EPEX SPOT was a co-creator of the European Internal Energy Market and a founding member of the ADEX group in the CSEE region. Furthermore, EPEX SPOT newly offers local flexibility markets solution and Guarantees of Origin auctions, to foster the integration of renewable energy sources and to enhance the engagement of consumers and producers in the power market.
As a Chartered Financial Analyst (CFA), Ralph Danielski spent fourteen years in trading and asset management for large investment banks and the Central Bank of Luxembourg, before joining Deutsche Börse in 2003. He was CEO of Börse Stuttgart between 2006 and 2017. Under his management, the company became a leading Exchange in Europe for securitised derivatives and bonds. Appointed as CEO of EPEX SPOT in 2018, he also chairs the Management Board of the European Power Exchange.
Konstantin Konstantinov has been the executive director of the Independent Bulgarian Energy Exchange (IBEX) since its foundation nine years ago. Under his leadership, the Exchange designs and develops key market segments, implements critically important technological platforms, and conducts Bulgaria's integration into the single European electricity market.
Before taking the leadership of IBEX, Mr. Konstantinov held several management positions at the National Electric Company, where he was also a member of the Management Board of NECO S.A. An important milestone in his career in the energy industry was his work at Enemona Utilities, where he was a member of the Board of Directors and Deputy Executive Director. Now he represents IBEX in the association of European energy exchanges Europex.
Mr. Konstantinov is a co-founder and member of the Management Board of the first and only think-tank in Bulgaria for sustainable finance and energy - Green Finance & Energy Centre.
Konstantin Konstantinov holds master’s degrees in electrical engineering from the Technical University in Sofia and in information systems from Sofia University "St. Kliment Ohridski".
Dr. Mátyás Vajta, CEO of HUPX, graduated as a lawyer from Catholic University of Péter Pázmány and as a lawyer-economist from Budapest University of Technology and Economics. His career at HUPX started ten years ago in 2010, when Mr. Vajta became the Head of Market Surveillance and Back Office at the newly founded Hungarian Power Exchange, where he worked for two and a half years. He continued his professional path in the field of energy by working in the Hungarian Transmission System Operator – MAVIR Ltd. from 2013. At MAVIR, he fulfilled important positions as the Head of Department of Renewable Energy Sources and Director of Market Operations. In 2018, he was the CEO of KOM Central Smart Metering Ltd., a subsidiary of MAVIR Ltd.
During the past decade, Mr. Vajta took part in several electricity market related projects. As one of the first employees in HUPX, he played an important role in building HUPX Ltd. as a company and was part of the implementation of the day-ahead and physical futures markets of the PX. He was also involved in the creation of the CZ-SK-HU and 4M market couplings, and the XBID LIP15 project. Being the Director of Market Operations he represented MAVIR in numerous international projects such as the Single Day-Ahead Coupling (SDAC), the Single Intraday Coupling (SIDC), the Core Capacity Calculation Region, the Core Flow-based Market Coupling project, the DE-AT-PL-4MMC (“Interim Coupling”) project and actively participated in several working groups of ENTSO-E.
Dr. Mátyás Vajta returned to HUPX in 2020 and has been leading the Hungarian organized electricity market as the CEO of the company.
Tom Darell is responsible for leading, managing and orchestrating Nord Pool through the Executive Leadership Team, consisting of representatives for all function areas in the company. He joined Nord Pool as Chief Executive Officer on 1 April 2022 and reports to Camille Beudin, Head of Strategic Development and M&A at Euronext.
Tom was previously Executive Vice President for Energy in Volue. Prior to this he held the position of Executive Vice President for Energy in Powel, as well as executive positions at Avaya and at Ericsson, where he served as Vice President Sales for their Southeast Asia and Oceania operations. He started his career in Gemini Consulting and Cap Gemini in Oslo where he led the Telecom & Media practice. He holds a Master of Business Administration from IESE Business School in Spain and a Bachelor of Science in Business Administration from the University of Oregon.
Tom highly values Nord Pool's diverse team, spread across many European countries and is making use of his background working in different countries with a variety of cultures. “Our key asset is our people, so I do my best to be a hands-on and a supportive leader. I also try to leverage the experience I have from international business development, strategy formulation, operational excellence, sales management, people and team development.”
The CEO’s extensive expertise in technology companies is highly pertinent to Nord Pool, as the organisation enhances its core systems in alignment with business expansion, customer demands and market and regulatory mandates.
CACM ANNUAL REPORT 2023- KEY INSIGHTS
Chiara Vitelli is co-leader of the NC Technical Task Force since April 2024. Since 2019 she is an active member of several NEMOs groups, as part of the European energy markets coupling project. PhD in Physics, she worked in the field of energy regulation at the Italian Regulatory Authority, she has experience as Market Analyst in the market surveillance and monitoring field at GME and she currently works in the Market Department at GME as a Market Development Specialist.
Dr. Christoforos Zoumas joined the former Greek System Operator, DESMIE, in 2007. In 2014, he was appointed Director of Day-Ahead Market Operation at the former LAGIE S.A. and since August 2018, he holds the position of Director of Markets Operation at the Hellenic Energy Exchange S.A. Currently he is also serving HEnEx as Chief Operating Officer.
During the past seventeen years, he has been actively involved in key development projects for the Greek wholesale electricity market focusing on market design, regulatory framework but also on the development of trading systems, market operation procedures, clearing and settlement systems. During the last six years he worked intensively on building up the power and gas markets of HEnEx and for their integration in the regional and EU Day-ahead and Intraday market coupling projects. Dr. Zoumas has been elected co-chair of the NEMO Technical Task Force (NC TTF) since April 2023.
Dr. Zoumas is an Electrical and Computers Engineer holding a PhD degree from the Power Systems Lab. Aristotle University of Thessaloniki in power systems analysis and electricity markets.
ENERGY COMMUNITY PANEL SESSION: 20 YEARS OF INTEGRATED MARKETS IN EUROPE: WHAT COMES NEXT?
Moderator:
Anže Predovnik is the General Director of BSP and Adex Group Regional Energy Exchange and a leading expert in Europe's organized electricity market. With over 15 years of experience, he has focused on market operations, price formation, and market coupling projects. His efforts have boosted liquidity in the Slovenian electricity exchange market and its integration with neighboring markets. Anže played a key role in establishing the new regional energy exchange, Adex Group, which aims to become the leading PX in the wider region.
Speakers:
Artur Lorkowski is an accomplished diplomat with expertise in energy and environmental protection, climate change, and public administration. Currently, he holds the position of Director of the Energy Community Secretariat in Vienna, Austria. Previously, he served as the Vice-President of the Management Board of Poland's National Fund for Environmental Protection and Water Management, where he oversaw crucial areas such as climate change adaptation, water protection, and zero-emission transport.
Throughout his career, Mr. Lorkowski has also held several important diplomatic positions, including serving as the special envoy of the Minister of Foreign Affairs for Climate Affairs and as the Ambassador of Poland in Austria. Prior to his diplomatic assignments, he served as the Deputy Director at the Ministry of Foreign Affairs and the Office of the Committee for European Integration, where he was responsible among others for energy security and climate change.
Mr. Lorkowski is an accomplished alumnus of the Warsaw School of Economics and the National School of Public Administration.
Dejan Draskovic is a manager with decades of experience in energy, development of the electricity market and the IT industry, one of the first power traders in Montenegro in the energy sector.
Experienced in organizing and developing business processes, with experience in applying Agile methodology and Scrum framework. Experienced in strategic planning, public relations, risk management, analysis of data and problems, peaceful resolution of disputes. A team builder who is acutely attentive to the needs of employees as well as clients. Accurate in solving problems and an experienced multitasker, with a history as a key part of the management team that was instrumental in bringing effective solutions that led to the realization of strategic goals and business success.
Sokol Dishnica is the Chief Executive Officer of ALPEX, the Albanian Power Exchange. He played a key role in establishing ALPEX and overseeing its operations in Albania and Kosovo. He brings a wealth of experience from the energy and banking sectors, having held managerial roles at the Transmission System Operator of Albania and various international banks and financial institutions in Albania. Sokol earned both his MSc in Mechanical Engineering from Tirana Polytechnic University in 1994 and his MSc in Finance from the University of Tirana, Faculty of Economics in 2003. He is also a Certified Public Accountant, accredited by the Albanian Finance Ministry. With his expertise, ALPEX successfully implemented the day-ahead market coupling between Albania and Kosovo, the first coupling among contracting parties. He and his team are now nearing completion of the intraday auction market coupling between Albania and Kosovo, which will also be the first of its kind among contracting parties. Additionally, Sokol has served as a board member of the SEE CAO (Coordinated Auction Office in South East Europe).
Zoran Gjorgjievski is the CEO of MEMO Ltd, the National Electricity Market Operator. Over the past decade as a part of the Electricity Market Operator, he was actively involved in overcoming challenges related to establishing an organized electricity market in North Macedonia. As a Project Manager from MEMO Ltd, he led the team that together with the implementation partners from BSP and EPEX Spot successfully established the Macedonian Power Exchange. He holds a master’s degree in electrical engineering and information technologies specializing in power engineering. His mission statement is to facilitate a successful transition to a cleaner, more efficient energy system in North Macedonia and the region, emphasizing economic aspects, system stability, and supply security.
Oleksandr Havva is a CEO of the Ukrainian Market Operator JSC with more than 7-years’ experience in the energy sector. He joined Market Operator in December 2021 after working in a team responsible for the electricity market monitoring system and relevant legislation development in the National Energy and Utilities Regulatgory Commission (NEURC). He also served as Member of the Board of Directors of Ukrhydroenergo PJSC dealing with risk management system and monitoring of the financial information integrity in the Audit Committee. Mr. Havva has two master’s degrees of Energy Management Systems and Systems Analysis and Management of the National Technical University of Ukraine "Kyiv Polytechnic Institute" and has the aim to create Market Operator as powerful analytical center.
Irakli Galdava has been with the Georgian Energy Exchange (GENEX) since its establishment, initially serving as Deputy Director General and, as of July 2024, advancing to Director General. Before joining GENEX, Irakli was the Director of the Natural Gas Department at the Georgian National Energy and Water Supply Regulatory Commission, where he spent six years. He played a key role in developing Georgian electricity and natural gas market models and in the adoption of new energy legislation. Irakli holds a Master’s degree in Economics with a concentration in Energy Economics. In addition to his executive responsibilities, he has lectured and conducted training sessions, and co-authored several rulebooks and articles on the energy sector. His extensive experience in energy markets and related economic fields has provided him with a thorough understanding of the interconnected sectors and policies.
Ondrej Máca is Head of the Market development department at OTE, responsible for market integration projects since 2010. Currently, Ondrej represents NEMO community as NEMO ID Steering Committee chair and MCSC Co-chair. In previous years, Ondrej was very active in the extension of SDAC and SIDC to the eastern part of EU and participated in the design of CZ-SK-HU MC and 4M MC. He has both technical and managerial education from Czech Technical University. In his previous career, he worked for Czech Transmission System Operator.

Rafael Gómez-Elvira GONZÁLEZ is the chair of the NEMO Committee, former NEMO co-Chair in the SDAC Joint Steering Committee. PhD in Industrial Engineering, he has more than 25 years of experience in energy regulation and currently serves the OMI Group as Director for Public Affairs & Marketing.
Yovka Ivanova is the NEMO Committee Reporting and Communication Task Force leader. She has been part of the projects and market integration team of IBEX since early 2020 and has been involved in the projects for integration of IBEX into SDAC and SIDC and various other developments.
