POLICY SESSION: CACM REGULATION: EVOLUTION OR REVOLUTION


Moderators:

Davide Orifici is Director of Public & Regulatory Affairs and Communications of EPEX SPOT, the European Power Exchange in Paris that operates the power spot markets in Central Western Europe, the United Kingdom and Denmark, Finland, Norway and Sweden. Headquartered in Paris, EPEX SPOT is part of EEX Group which provides market platforms for energy and commodity products across the globe. Mr. Orifici is in charge of government relations and represents the company in the corresponding public and regulatory authorities as well as on EU level and the professional energy associations. He is also speaker of EPEX SPOT. With over 25 years of experience in public affairs and communications, Mr. Orifici started off in the diplomatic service of Switzerland (1997-2002), followed by a position as Head of Policy at the Geneva International Centre for Human Demining (2002-2008). He then joined Human Solutions Consulting as an Associated Consultant in 2008, followed by his role as Cleantech Project Manager at Office de Promotion des Industries et des Technologies (2009-2010). From 2010, he worked for Transmission System Operator Swissgrid as Senior Manager Public Affairs & Community Relations before joining EPEX SPOT in 2014 as Head of Swiss Office. He was appointed Director of Public & Regulatory Affairs and Communications of EPEX SPOT in September 2020. Mr. Orifici holds degrees from Geneva School of Economics and Management (EMBA), the Graduate Institute of International and Development Studies in Geneva (Master in International relations and Political science) and from Ecole Polytechnique fédérale de Lausanne (Certificate in Energy Transition).


Rodrigo Escobar is Head of Unit for European Affairs at OMIE (Iberian Nominated Electricity Market Operator) since 2017. He represents OMIE in the NEMO Committee and in the joint steering committee with TSOs. Previously he worked in the Electricity Department of the Spanish National Regulatory Authority, Comisión Nacional de los Mercados y la Competencia (CNMC). During that time, he was member of the ACER and CEER Electricity Working Groups. His main areas of interest are energy policy and market integration.


Speakers:

 

Tsvetelina PENKOVA is a Member of the European Parliament from the Group of Socialists and Democrats. She is a Vice-Chair of the Industry, Energy and Research (ITRE), member of Regional Development (REGI), Internal Market (IMCO) and Monetary Affair (ECON) Committees. Tsvetelina Penkova is a vice-chair of the group for support of nuclear energy in the European Parliament. She is the President of the European Energy Forum. She was previously a finance specialist at an investment fund in London, an investment banker at the Royal Bank of Scotland and an analyst at Egon Zehnder. Prior to this, she was a Consultant at ING and a financial analyst at Astra Zeneca. She holds a Master's degree in Financial Economics from Oxford University, double Bachelor’s degree at Bocconi University in Milan and the Central European University in Budapest.


Tom Darell is responsible for leading, managing and orchestrating Nord Pool through the Executive Leadership Team, consisting of representatives for all function areas in the company. He joined Nord Pool as Chief Executive Officer on 1 April 2022 and reports to Camille Beudin, Head of Diversified Services at Euronext.

Tom was previously Executive Vice President for Energy in Volue. Prior to this he held the position of Executive Vice President for Energy in Powel, as well as executive positions at Avaya and at Ericsson, where he served as Vice President Sales for their Southeast Asia and Oceania operations. He started his career in Gemini Consulting and Cap Gemini in Oslo where he led the Telecom & Media practice. He holds a Master of Business Administration from IESE Business School in Spain and a Bachelor of Science in Business Administration from the University of Oregon. 
Tom highly values Nord Pool's diverse team, spread across many European countries and is making use of his background working in different countries with a variety of cultures. “Our key asset is our people, so I do my best to be a hands-on and a supportive leader. I also try to leverage the experience I have from international business development, strategy formulation, operational excellence, sales management, people and team development.”

The CEO’s extensive expertise in technology companies is highly pertinent to Nord Pool, as the organisation enhances its core systems in alignment with business expansion, customer demands and market and regulatory mandates. 

Salvatore LANZA

Mr. Lanza been collaborating with the Italian Regulatory Authority for Energy Network and Environment in the past 12 years, mainly working on the integration of the European electricity market and its extension to the Balkans Region. He carried out his activity, among others, within the CACM TF of ACER EWG and ECRB EWG.

Kjell Barmsnes has been engaged in European Electricity market projects since 2006. He is currently the Vice Chair of the ENTSO-E Market Committee.


Dr. Mátyás Vajta is the CEO of HUPX and a member of the ADEX Group Management Board. He graduated as a lawyer from the Catholic University of Péter Pázmány and as a lawyer-economist from the Budapest University of Technology and Economics.

His career at HUPX started in 2010, when he became the Head of Market Surveillance and Back Office at the newly founded Hungarian Power Exchange. Later, he joined the Hungarian Transmission System Operator (MAVIR Ltd.), where he served as Head of Department of Renewable Energy Sources and as Director of Market Operations. In 2018, he was appointed CEO of KOM Central Smart Metering Ltd., a MAVIR subsidiary.

Throughout his career, Dr. Vajta has been actively involved in several electricity market projects, including the establishment of HUPX’s day-ahead and physical futures markets, the implementation of the CZ-SK-HU and 4M market couplings, and the XBID LIP15 project. As MAVIR’s Director of Market Operations, he represented the company in major European initiatives such as the Single Day-Ahead Coupling (SDAC), the Single Intraday Coupling (SIDC), the Core Capacity Calculation Region, the Core Flow-based Market Coupling, and the Interim Coupling project, while also contributing to several ENTSO-E working groups.

Since returning to HUPX as CEO in 2020, Dr. Vajta has been leading the organized electricity market in Hungary. Following the merger of HUPX and ADEX Group, he also contributes to shaping the regional market as a member of the Group’s Management Board.

Mathieu Fransen currently leads the Market Codes team at ACER. The team is responsible for all the ACER decisions related to forward, day ahead, intraday and balancing markets. The team is also responsible for the new rules on demand response. Before ACER, between 2007 and 2020, Mathieu worked at the Dutch regulator ACM working on the same topics. Mathieu started his career, after a Master in Power Systems Engineering at the TU Delft, at the Dutch DSO Stedin. 


CACM ANNUAL REPORT 2024- KEY INSIGHTS


Chiara Vitelli is co-leader of the NC Technical Task Force since April 2024. Since 2019 she is an active member of several NEMOs groups, as part of the European energy markets coupling project. PhD in Physics, she worked in the field of energy regulation at the Italian Regulatory Authority, she has experience as Market Analyst in the market surveillance and monitoring field at GME and she currently works in the Market Department at GME as a Market Development Specialist.

Dr. Christoforos Zoumas joined the former Greek System Operator, DESMIE, in 2007. In 2014, he was appointed Director of Day-Ahead Market Operation at the former LAGIE S.A. and since August 2018, he holds the position of Director of Markets Operation at the Hellenic Energy Exchange S.A. Currently he is also serving HEnEx as Chief Operating Officer. 

During the past seventeen years, he has been actively involved in key development projects for the Greek wholesale electricity market focusing on market design, regulatory framework but also on the development of trading systems, market operation procedures, clearing and settlement systems. During the last six years he worked intensively on building up the power and gas markets of HEnEx and for their integration in the regional and EU Day-ahead and Intraday market coupling projects. Dr. Zoumas has been elected co-chair of the NEMO Technical Task Force (NC TTF) since April 2023.

Dr. Zoumas is an Electrical and Computers Engineer holding a PhD degree from the Power Systems Lab. Aristotle University of Thessaloniki in power systems analysis and electricity markets.


PANEL SESSION: MARKET COUPLING FOR A SUSTAINABLE FUTURE: STAKEHOLDERS’ PERSPECTIVE


Moderator: Michela BELTRACCHI

Ms. Beltracchi has worked for Nord Pool since 2014 as Senior Adviser Public & Regulatory Affairs, where she has been mainly responsible for ensuring compliance with the 2015 CACM Regulation. More recently, she was involved in the Electricity Market Review. Ms. Beltracchi has been chairing the NEMO Committee Governance Task Force since November 2022. Prior to joining Nord Pool, Ms. Beltracchi worked on European energy and climate change policy in the public and private sectors in Brussels and London. 

Zélie Gautier is MCCG co-convener on behalf of Market Participants through Energy Traders Europe. She has been working on energy regulation within ENGIE since 2021 and is currently Regulation & Market Design Advisor in the Supply & Energy Management business unit of ENGIE.


Lorenzo Biglia: Energetic Regulatory Affairs Manager with a global mindset focused on analysing regulatory risks and recommending solutions for the commodity sector with more than 9 years of experience. Lorenzo offers business insight into European electricity and gas markets. Over the years, he contributed to successful gas and electricity reforms through regulatory lobbying. He is now the Manager for European Electricity Markets at Energy Traders Europe and part-time Senior Associate at a consulting firm. 

Cosimo CAMPIDOGLIO  serves as the NEMO Market Coupling Chair, overseeing NEMO-specific affairs, including those related to the Single Day-Ahead Coupling (SDAC) and Single Intra-Day Coupling (SIDC).  He’s Head of Market Monitoring, Analysis and Statistics at GME, the Italian Energy Exchange, representing GME in many EU fora related to coupling projects.

Ondrej Máca is Head of the Market development department at OTE, responsible for market integration projects since 2010. Currently, Ondrej represents NEMO community as NEMO ID Steering Committee chair and MCSC Co-chair. In previous years, Ondrej was very active in the extension of SDAC and SIDC to the eastern part of EU and participated in the design of CZ-SK-HU MC and 4M MC. He has both technical and managerial education from Czech Technical University. In his previous career, he worked for Czech Transmission System Operator.

András Hujber: As part of the management team, András leads a Task Force in The European Commission’s DG ENER. He works with Member States and the Energy Community to design and implement crisis related emergency measures, including on diversification away from Russian energy imports. Before joining the Task Force, he worked over a decade in DG ENER on integrating Europe’s wholesale electricity and gas markets, including energy market reforms and rules to prevent market abuses on traded energy markets. Before moving to Brussels in 2008, András worked for seven years for the Austrian electricity and gas market regulator, E-Control. András holds a master’s degree in economics of the Vienna University of Economics and Business Administration in Vienna.

Max Schneider is policy advisor in charge of electricity wholesale markets at Eurelectric, the European association of the electricity industry. In his current position, he has contributed to advocacy campaigns on electricity network codes and financial regulation, representing Eurelectric at the Market European Stakeholder Committee. He holds a degree in European Affairs from Sciences Po Paris.

Closing remarks

Lukasz Kolinski is Director for Green Transition and Energy System Integration at the Directorate-General for Energy of the European Commission. He was previously Head of Unit for Renewables and Energy System Integration Policy, following his tenure as Head of Unit for economic analysis and financial instruments within the same DG. Until 2018, he served as Special Adviser on Energy Union to Donald Tusk, President of the European Council and previously advised his predecessor, Herman Van Rompuy. Between 2005 and 2012, Mr Kolinski worked for the European Commission following experience in the private sector. He holds a master's degree in economics from Warsaw School of Economics, and a diploma in European studies.

Rafael Gómez-Elvira GONZÁLEZ is the chair of the NEMO Committee, former NEMO co-Chair in the SDAC Joint Steering Committee. PhD in Industrial Engineering, he has more than 25 years of experience in energy regulation and currently serves the OMI Group as Director for Public Affairs & Marketing.


Yovka Ivanova is the NEMO Committee Reporting and Communication Task Force leader. She has been part of the projects and market integration team of IBEX since early 2020 and has been involved in the projects for integration of IBEX into SDAC and SIDC and various other developments.
